Historically, betting on horses and riverboat casinos have been the mainstays of Missouri gaming. These sectors were permitted to function unregulated during the nineteenth century. In 1905, the government ceased taking a blind eye to all wagering and criminalised all bookmaking businesses and casino gambling in Missouri.

Missouri legalised horse racing and created an official lottery in 1984, reintroducing legal gambling to the state. Riverboat casinos were first permitted in 1992. Unfortunately, as casinos became more prominent, the horse racing industry declined. Local racetracks soon stopped conducting live races, and pari-mutuel betting throughout the state vanished.

Local firms are forbidden from establishing any gambling sites under the federal Unlawful Internet Gambling Enforcement Act. Participating in illicit betting as a player is a Class C misdemeanour penalised by a $750 fine and up to fifteen days in prison. Those who gamble professionally face harsher penalties, including a $2,000 fine and up to a year in prison. Home games are permitted as long as there is no stake or fee charged.

As mentioned, it is illegal to gamble on casino sites online in the state of Missouri. There are also no in-land Casinos. All is not lost however. The state has a strong riverboat casino industry with around 13 operating in different places. This includes Ameristar Casino Resort (St. Charles) and Lady Luck Casino (Caruthersville).

All of the neighbourhood riverboat casinos provide slots and a variety of table games, including blackjack, roulette, and poker, as Missouri restrictions on gaming are not too stringent. The minimum age for casino style games is 21.

Six of the riverboat casinos offer poker. The casinos in question include Hollywood Casino St. Louis and Isle Casino Cape Girardeau. Almost all of these casinos can run at least 10 games at once, with the exception being Isle Casino Cape Girardeau, which only has four tables operational. The majority of the activity is focused on No-Limit Hold ’em in the tournaments that are typically held every two weeks.

There are no laws governing internet poker in Missouri. Online gambling for cash is prohibited across states and is either a Class C or Class A misdemeanour, depending on how much money is being wagered.

Sports Betting Laws

Much like Missouri casino gambling, online sports betting is illegal in the state. Gambling on horse races became accepted in 1984. Unfortunately, all wagers must be placed on racing days in Missouri, and none of the nearby racetracks hold live events any more.Horse race betting is therefore not currently available to Missouri citizens, despite the fact that it is technically lawful. The minimum age for pari-mutuel betting is 18.

This is likely to change in coming years but as of yet, remains the same. Daily Fantasy sports however, was legalised in 2016.

A DFS law was adopted in Missouri in June 2016. The Missouri Gaming Commission now has jurisdiction over DFS platforms thanks to the updated law. All Missouri-facing operators are required to submit to an annual inspection and submit a licencing fee. The measure was updated twice,  however neither of the attempts found support in the House. Currently, both DraftKings and FanDuel allow Missouri residents to participate in paid-entry DFS tournaments.
